Outcome of Council Consultation for 20 mph Zone for Residential Roads North of A406

Re: 20mph Zone Roll Out – Proposals for Residential Roads North of A406
As you’re aware the Council recently carried out public consultations with occupiers of nearly 12,000 properties in the area north of the A406 North Circular Road on proposals to continue the ‘roll-out’ of the borough-wide 20mph Zone across Waltham Forest’s residential streets; a programme which is being funded and supported by the London Mayor and TfL.
The policy for a borough-wide 20mph Zone on residential streets in Waltham Forest was initially approved by Full Council on 19 April 2012, with support being reconfirmed at Full Council in October.
Following those consultations in which we received responses from 1,706 properties out of 11,711 (15% response rate), Officers have prepared a report which was considered by the Director of Neighbourhoods and myself today (Thursday).
The outcome of the consultation process was that 54% of respondents were in support of the scheme. However, a minority of those in support of the general policy expressed varying concerns about the numbers of road humps. In recognition of this we have reviewed the design of the proposed scheme and reduced the number of road humps across a number of roads in the scheme.
Following the analysis of the responses received, I am of the view that the 20 mph scheme should proceed on the following basis including modifications and reductions in road humps as mentioned below :

  • 77 roads in the area are to be proceeded with as originally proposed because there are no physical features proposed in those roads (eg the roads are short and / or narrow in nature and traffic calming is not considered necessary to reduce vehicle speed to 20 mph).
  • 49 roads in the area are to be proceeded with as originally proposed in the consultations involving the installation of a combination of 20 mph roundels and road humps.
  • 40 roads in the area are to proceed with modifications from the original proposals involving a reduction in road humps / replacement of speed cushions with road humps.
  • 7 roads in the area are already subject to a 30 mph speed limit and no changes in speed limit or any physical traffic calming measures are being proposed.
  • 14 roads in the area have existing traffic calming features and are not subject to any proposed changes as a result of these proposals.

I am satisfied that given the overall support level along with a number of proposed modifications including a reduction in the number of road hump locations from 255 to 216- a reduction of 39-, and importantly, in view of the proven casualty-reducing nature of the measures the Council should proceed with the implementation of this very important policy which as you know was re-affirmed by the Full Council on 22nd October 2015.
The next stage for the Council will be to write to all impacted residents and businesses informing them of the outcome of the consultation exercise and the timescale for the delivery. The Council will also be carrying out statutory consultation as part of the traffic order making process prior to commencing works.
